U.S. Army Corps of Engineers Northwestern Division Change of Command
Lieutenant
General Robert Van Antwerp, Commander of the U.S. Army Corps of Engineers, presided
over the Northwestern Division Change of Command ceremony on Friday November
2nd.� PNWA staff attended
the ceremony, during which Brigadier General Gregg F. Martin handed over
command of the 4800 member workforce to Colonel Steven Miles.� In his new position, Col. Miles will
command more than $2.5 billion of civil, military construction and
environmental restoration projects throughout the Columbia
and Missouri River Basins.

At the 2007
PNWA Annual Meeting in October, PNWA Executive Director Glenn Vanselow and President Larry Paulson
presented Brig. Gen. Martin with the PNWA Distinguished Service Award for his
commitment to port and navigation improvements in the Pacific
Northwest.� PNWA thanks
Brig. Gen. Martin for his leadership and wishes him good luck in his new post
at the U.S. Army Engineering School in Ft. Leonard Wood, Missouri.�
We look forward to continuing our work with the Northwestern Division
and to developing an effective and successful relationship with Col. Miles.

Juvenile fish survival on the Columbia-Snake River
System appears higher than for other West Coast rivers
NOAA Fisheries recently released
preliminary data examining the survival rates of juvenile salmon and
steelhead on west coast rivers in North America.� The data looked at NOAA�s
2006 and 2007 estimates of survival through the impounded and regulated
Columbia River, and the regulated Sacramento River, and the 2006 data from
independent researchers in Canada
of the unimpounded and unregulated Fraser River.�

Fisheries found that the results from their studies of juvenile fish on the
Columbia-Snake River System were similar from 2005-2007:
� 2007 mean estimated survival for Snake River yearling chinook
salmon traveling from above Lower Granite Dam to Bonneville Dam was 56.0%
� 2007 estimated survival of Snake River steelhead traveling through the same reach
was 39.2%
� 2006 mean estimated survival of
Snake River steelhead from Bonneville Dam to the mouth of the Columbia River was 68%
� 2006 mean estimated survival for
spring (yearling) and summer Chinook from Bonneville Dam to the mouth of the Columbia was 66%�
Research
done on the survival estimates of migrating juvenile fish on the regulated
Sacramento River and the unregulated Thompson-Fraser River
system were significantly lower than the estimates found on the
Columbia-Snake system.� NOAA�s Southwest
Fisheries Science
Center found that 2007 survival
rates on the Sacramento River were as low as
2% to 5%.� The results from the
independent Canadian research study of the Thompson-Fraser
River system in 2006 showed preliminary
estimates of survival to the mouth of the Fraser River
ranged from 14% to 34%, and the survival of wild steelhead ranged from 21% to
39%.� The survival studies in all three
rivers are scheduled to be continued through 2009 to incorporate inter-annual
variability.� The results from all
three studies are scheduled to be released after the 2008 or 2009 field
seasons.�

The Port
of Bandon seeks
facilities and operations manager
The Port of Bandon is seeking a manager for its
facilities and operations.� The Port
owns and operates a marina and several waterfront buildings and associated
leases.� A candidate must demonstrate
the ability to develop and implement plans to transition vacant and
underutilized land/facilities with prioritized expenditures subject to the
Port�s cash flow position.� The
preferred candidate must work collaboratively with the elected Port Board of
Commissioners and be able to effectively communicate
plans/objectives/strategies to other local government partners and civic
groups.� The preferred candidate should
have skills in grant writing and management to supplement limited Port staff
and financial resources.� The Bandon
area is a rapidly growing resort area, home to the world-famous Bandon Dunes
Golf Resort.� The Port�s primary
