As Executive Director, Kristin Meira leads the association's work with Congress, federal agencies and regional decision makers on transportation, trade, tourism, energy and environmental policy to enhance ecomonic and environmental sustainability in the Northwest. She serves on the Board of Directors of the National Waterways Conference (NWC), the Harbors & Navigation Committee of the American Association of Port Authorities (AAPA), the Inland Water Transportation Committee of the Transportation Research Board (TRB) of the National Academy of Sciences, the City of Portland's Freight Transportation Committee, and the Oregon Freight Advisory Committee.

Kristin spent five years on Capitol Hill in Washington DC, working for U.S. Senator Patty Murray and U.S. Senator Bill Bradley. Kristin's political experience also includes work as a legislative assistant for a N.J. State Assemblyman, briefing aide to N.J. Governor Jim Florio, and work on several state-wide campaigns around the region. Prior to joining PNWA in 2002, she worked for several high tech and internet firms in the Northwest.

Kristin has a BA with a dual major in Political Science/History and a double major in English from Rutgers University. She makes her home in Damascus, Oregon with her husband Erik, daughter Alex, and horse DJ.

Heather Stebbings
Government Relations Director

Heather Stebbings joined PNWA in 2006, most recently serving as Communications & Government Relations Manager from 2011-2012, leading PNWA's advocacy efforts for the Oregon and Southwest Washington coasts. As Government Relations Director, her focus includes work on PNWA's broader suite of projects and policies and serving as a primary liaison to the PNWA membership, as well as federal agency and Congressional staff.

Heather graduated in 2000 from the University of Connecticut where she studied Applied Mathematics. Prior to becoming Government Relations Director, Heather also served as PNWA Communications Manager from 2006-2011, focusing on membership and media relations, publications for the association, and PNWA events. In addition, Heather has also worked in television programming, promotions, and website development in Portland , Maine .

Heather lives in Portland, Oregon with her husband Paul and son Charlie. Together, they enjoy traveling and everything the great Northwest has to offer, including kayaking, running, hiking and cycling.    


Natalie Whitlock
Membership Manager

Natalie Whitlock joined PNWA in 2012 as Membership Manager and is excited to be part of an organization that promotes economic development in the Pacific Northwest. Her role is to provide administrative support to PNWA's staff and membership. Natalie graduated from the University of Puget Sound, where she received a BA in Psychology with a focus on research methodology. She has worked in the Portland nonprofit community for the last four years in an administrative and communications capacity. Natalie is a Portland native and spends her time taking advantage of local restaurants, hiking trails, and book stores.
